About DOT

As a recipient of Federal financial assistance, NYC DOT is required to establish goals for the participation of disadvantaged business enterprises (DBEs) in federally-assisted contracts. Every three years, NYC DOT establishes an overall agency goal. The NYC DOT DBE goal for Federal Fiscal Years 2025-2027 is 6.0% on contracts funded by the Federal Transit Administration (FTA). Specific goals are determined for each FTA-assisted contract based on the type of work and project.

It is the policy of NYC DOT to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of the USDOT assisted contracts. It is the intention of NYC DOT is to create an equitable environment in which DBEs can compete fairly for contracts and subcontracts relating to NYC DOT’s USDOT-assisted procurements.

The Federal DBE Program is a separate program and subject to different requirements from those of the Minority and Women-Owned Business Enterprise (MWBE) Programs of New York City and New York State.
