The Medium-Term Information and Communications Technology Harmonization Initiative (MITHI) Steering Committee, co-chaired by the Department of Budget and Management (DBM), released MITHI Advisory No. 2025-02, which removes the requirement for a Department of Information and Communications Technology (DICT) endorsement of the Information Systems Strategic Plan (ISSP) as part of the budget preparation and execution process.

This issuance is in line with DICT Department Circular No. HRA-001, which mandates that all covered government entities must adhere to the minimum quality standards for ISSPs as prescribed by the DICT or MITHI. These standards remain in effect and are critical to ensuring consistency, integrity, and alignment in government ICT planning.

Under the new advisory, ISSPs from all Departments, National Government Agencies, Government-Owned or -Controlled Corporations (GOCCs), State Universities and Colleges (SUCs), Constitutional Fiscal Autonomy Groups (CFAGs), and other government instrumentalities are to be submitted directly to the MITHI Steering Committee Secretariat via This email address is being protected from spambots. The move is intended to improve the responsiveness and adaptability of government agencies by streamlining administrative processes and allowing greater flexibility in adjusting ICT strategies to evolving technological and operational requirements.

While the requirement for DICT endorsement is lifted, the DICT remains the authority to conduct post-submission reviews or to intervene as necessary, ensuring that oversight remains targeted, risk-based, and strategically aligned with national ICT governance priorities.

The DBM, as co-chair of the MITHI Steering Committee under the leadership of Secretary Amenah F. Pangandaman, reaffirms its commitment to fostering efficient and transparent ICT resource planning across the public sector.
